Uttar Pradesh's urban management model, particularly in waste management and cleanliness, is gaining national and international recognition. The recent visit of a Brazilian delegation, a high-level team from the Government of Andhra Pradesh, led by Hon’ble Minister of Municipal Administration and Urban Development, Shri P. Narayana, visited Lucknow on Tuesday to study its successful practices.

The Shivri Garbage Processing Plant emerged as a major point of interest of the 20 lakh tonnes of legacy waste collected over 50–60 years, nearly half has already been processed at this plant. This initiative has not only resulted in the creation of valuable by-products like compost and RDF (Refuse-Derived Fuel), but also freed several acres of land, where an office complex and meeting hall have been constructed.

During the visit, the Andhra delegation also praised the state's integration of advanced technologies, especially the use of e-vehicles in door-to-door garbage collection and the real-time monitoring through the Integrated Command and Control Center.

The Andhra delegation met Hon’ble Urban Development Minister of Uttar Pradesh, Shri A.K. Sharma, to convey their appreciation. Shri Sharma shared the vision behind UP’s urban innovations and highlighted the outcomes of the Swachh Bharat Mission under the leadership of Hon’ble Prime Minister Shri Narendra Modi.

The delegation included several senior officials from Andhra Pradesh,  Shri Gopinath, OSD to Minister, Shri K. Pattabhiram Chairman Swachh Andhra Corporation,  Dr. P. Sampath Kumar (IAS), Commissioner & Director, Municipal Administration,  Shri B. Anil Kumar Reddy (IAS), State Mission Director, Swachh Bharat Mission,  Shri K. Venugopala Rao, Chief Engineer, SAC etc
The delegation began their visit at the PCTS Center in Vineet Khand, Gomti Nagar, where they inspected e-vehicles and mechanized road cleaning machines. They reviewed the logistics of garbage collection, vehicle maintenance, and charging infrastructure. The team observed door-to-door collection in Viram Khand-2, noting the efficiency of the primary and final transport system for waste delivery to the Shivri Processing Plant.

At the Smart City Office, a detailed presentation was made in the presence of,  Hon’ble Mayor Mrs. Sushma Kharkwal, Hon’ble Vice President Mr. Girish Gupta,  Deputy Leader of Councilor Party , Mr. Sushil Tiwari ‘Pammi’,  Municipal Commissioner Mr. Gaurav Kumar,  Additional Municipal Commissioners Dr. Arvind Kumar Rao and Mr. Arun Kumar Gupta

Later, the delegation visited the Integrated Control Center, where they saw real-time monitoring of sanitation vehicles and contractor performance.

Accompanied by the Hon’ble Mayor, the delegation toured the Shivri Processing Plant. They observed the full waste-to-resource cycle from wet waste composting to dry waste RDF production. The delegation expressed strong interest in replicating this model in Andhra Pradesh.

They also visited the Construction and Demolition Waste (C\&D) Processing Plant in Mohanlalganj, where 300 tonnes of debris are recycled daily into usable materials. The Mayor highlighted how this initiative has cleaned up roads and sidewalks while promoting sustainable reuse.

 “We are studying Lucknow’s systems as part of our ‘Swachh Andhra’ campaign. Solid and liquid waste management, along with legacy waste treatment, are being done impressively here. Lucknow's roads are clean and well-maintained. As we build Amaravati into a modern, Greenfield capital city, we are keen to adopt these best practices.”

Mayor Mrs. Sushma Kharkwal welcomed the delegation and highlighted the Shivri Plant and EV fleet as key contributors to Lucknow's sanitation success. She expressed full cooperation in supporting Andhra Pradesh to adopt similar models and systems. 
The Mayor said, “Our e-vehicles are not just eco-friendly; they’re transforming our city's cleanliness operations.”

The delegation openly praised the cleanliness initiatives of Lucknow and the efficient functioning of the Municipal Corporation. They noted that the systems observed here would be extremely useful for implementation across Andhra Pradesh.

Urban Development Minister Shri A.K. Sharma, in his meeting with the delegation, also spoke about innovative initiatives like the Shabri Plant and reiterated the transformative impact of the Swachh Bharat Mission.
