Women from Self-Help Groups will come together to make 2 crore Tricolours
Participation of women power in 'Har Ghar Tiranga Campaign-2026' will strengthen the resolve of a self-reliant Uttar Pradesh
Along with respect for the Tricolour, women's labor, self-respect and self-reliance will get new recognition
Lucknow - Deputy Chief Minister of Uttar Pradesh, Keshav Prasad Maurya, has directed officials to make the 'Har Ghar Tiranga Campaign-2026' a mass movement of public participation, patriotism and women empowerment, and to ensure its success with complete seriousness, quality and timeliness.
He said that under this campaign, 2 crore Tricolours earmarked for rural areas will be made by women of Self-Help Groups linked to the Uttar Pradesh State Rural Livelihood Mission (UPSRLM). This will strengthen the spirit of patriotism on one hand, and on the other, give new momentum to the income, employment and self-reliance of rural women.
The Deputy Chief Minister said that the 'Har Ghar Tiranga Campaign' started on the call of Prime Minister Narendra Modi has today become a symbol of the country's national consciousness, unity and integrity. This is not just a campaign to hoist the national flag, but a mass movement that connects every citizen with national pride. He said Uttar Pradesh is working with full commitment to take this campaign to new heights.
Maurya said that women associated with Self-Help Groups are not just making the Tricolour, but with their labor, skill and confidence they are realizing the resolve of a self-reliant India and a developed India. Every Tricolour made by their hands will be a symbol of active participation of women power in nation building. He said the state government is continuously working to make women economically empowered, and this campaign will provide them with dignified employment and new income opportunities.
The Deputy Chief Minister directed officials that the making of Tricolours must be done strictly in accordance with the standards laid down in the Flag Code of India. Payments to Self-Help Groups should be ensured in a timely and transparent manner. He made it clear that quality, transparency and accountability will be the top priority at every stage of the campaign.
He said that last year women of Self-Help Groups successfully made more than 2 crore Tricolours, demonstrating their efficiency. In view of this success, a target of making 2 crore Tricolours for rural areas has again been set for 2026.
Maurya said that to ensure effective implementation of the campaign, a committee will be constituted in every district under the chairmanship of the District Magistrate. It will include the Chief Development Officer, Deputy Commissioner Self-Employment, and two other members nominated by the District Magistrate. This committee will regularly monitor the entire process of production, quality, supply and payment.
He directed that daily targets be set in every district and the number of Tricolours made daily by Self-Help Groups be reviewed, so that the set target is completed on time. He also clarified that the work of making Tricolours will be done through maximum possible Self-Help Groups. No contractors or outside agencies will be involved in this work.
Maurya said that every Tricolour will be made in the 3:2 ratio as per the Flag Code of India. It will use saffron, white and green colors as per prescribed standards, with a 24-spoke Ashoka Chakra in the center. The Tricolour will be made only from permitted fabrics such as khadi, cotton, polyester, wool or silk. All provisions related to the dignity and respect of the national flag will be strictly followed.
He directed that Tricolours made by Self-Help Groups be supplied directly to Gram Panchayats and, as required, to other departments and institutions through the Deputy Commissioner Self-Employment. A proper receipt should be obtained for every supply to ensure a transparent system.
The Deputy Chief Minister said that after verification of receipts, payment will be made to the bank accounts of Self-Help Groups online, through RTGS or PFMS. He directed officials to complete the entire payment process by August 31, 2026, and to send information to the Mission Headquarters by September 5, 2026.
He also directed that supply of Tricolours as per the set target must be completed by the evening of August 12, 2026. Priority should be given to Self-Help Groups and women members who did excellent work earlier and they should be activated immediately. More capable groups should be added to ensure timely completion of the target.
Maurya said it must be ensured that no Self-Help Group suffers financial loss. If more Tricolours are made than the set target, they can also be sold in local markets and through other channels. Families benefiting from various government schemes should also be encouraged to buy Tricolours made by Self-Help Groups and hoist them at their homes with respect.
Arun Kumar, Mission Director, Uttar Pradesh State Rural Livelihood Mission, has issued detailed guidelines to all District Magistrates of the state for successful implementation of the campaign, with instructions to ensure quality, timely supply, payment and compliance with the Flag Code of India.

He said, "Our Tricolour is a symbol of the country's honor, prestige and glory. Hoisting the Tricolour at every home is not just flag hoisting, but an expression of our collective commitment to India's unity, integrity, democratic values and the resolve of a developed nation."
The Deputy Chief Minister said that through 'Har Ghar Tiranga Campaign-2026', the spirit of patriotism, national unity and respect for the Tricolour will be further strengthened in the state. At the same time, lakhs of women associated with Self-Help Groups will get new opportunities for employment, income and economic empowerment. This campaign will provide new energy to women power, rural economy and nation building.
