UP to Raise Elite 'Specialized Rescue Group' for High-Stakes Disasters

The government of Uttar Pradesh, under the leadership of Chief Minister Yogi Adityanath, is executing a monumental upgrade to its emergency response ecosystem by raising a specialized elite unit. For the very first time in the state’s history, a dedicated Specialized Rescue Group (SRG) is being established within the Fire and Emergency Services Department. This operational deployment comes as a proactive measure to address contemporary disaster paradigms born out of rapid urbanization, industrial expanses, and economic evolution. In its initial launch phase, the SRG will be strategically deployed across ten high-priority districts. The program focuses on equipping an elite vanguard of 240 personnel with advanced emergency capabilities through specialized training, shifting the state's approach from traditional fire control to a multi-domain, highly technical life-saving operation.

Advanced Multi-Domain Training Regimen

To ensure the new rescue group operates at peak tactical efficiency, the selected personnel will undergo comprehensive, rigorous training programs at India's premier national defense and security academies. The state is collaborating with elite institutions including the National Disaster Response Force (NDRF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP), and Central Industrial Security Force (CISF). This advanced training will empower the SRG operatives to successfully manage highly complex rescue scenarios. These specialized domains include navigating major structural collapses, executing wide-area flood rescues, countering dangerous hazardous material and chemical accidents, and conducting technical high-altitude rope rescues. Equipped with modern instruments, this team is built to ensure swift, specialized interventions in narrow, deep spaces and high-stress environments.

Radical Modernization of High-Rise and Rural Fire Infrastructure

With major industrial metros like Noida, Ghaziabad, Lucknow, Kanpur, Varanasi, and Prayagraj witnessing an unprecedented surge in high-rise constructions, the state has ordered a massive overhaul of its structural firefighting arsenal. The modernization blueprint includes the acquisition of highly advanced technical assets. The state plans to secure multiple high-capacity hydraulic platforms, including ten units with a 102-meter reach, three units at 90 meters, and seven units reaching up to 72 meters. Furthermore, the procurement includes 14 cutting-edge firefighting vehicles engineered to battle blazes efficiently up to 100 stories high. This metropolitan shift is accompanied by a deep expansion into rural zones, with fixed fire stations increasing from 140 to 260, alongside hundreds of additional emergency response vehicles entering active deployment.

Digital Simplification and Statewide Safety Audits

Beyond physical infrastructure, the state is heavily digitizing its regulatory operations to promote a business-friendly environment without compromising structural safety. The dedicated Fire Service Portal has been seamlessly integrated with the centralized Nivesh Mitra 3.0 platform, simplifying the commercial Fire No-Objection Certificate (NOC) workflow and extending its overall validity from three to five years. Concurrently, a robust preventive safety culture is being enforced. Fire authorities have executed over 120,000 comprehensive fire safety audits alongside tens of thousands of localized mock drills. These proactive measures are further strengthened by a decentralized network of grassroots community volunteers, known as Agnimatras and Agnisachetaks, across every administrative block, establishing a comprehensive, highly responsive shield for the citizens of Uttar Pradesh.
