U.P. gears up for Healthcare overhaul

The Uttar Pradesh government is on the cusp of launching a new health policy with a clear vision: to significantly bolster hospital infrastructure across the state by actively attracting private investment. This ambitious policy aims to establish world-class healthcare facilities, reaching beyond urban centers to the rural hinterlands. Serving as a five-year blueprint, the initiative prioritizes public-private partnerships to expand advanced medical services throughout U.P.

A key feature of the upcoming policy is the planned establishment of 200-bed Super-Specialty Hospitals in all 17 municipal corporation areas and 57 district headquarters. These facilities will offer crucial advanced medical services, including neurosurgery, cardiology, and oncology, ensuring access to specialized care across the state. Furthermore, the policy outlines the integration of private hospitals into key government health schemes such as the Ayushman Bharat Digital Mission and the Mukhyamantri Jan Arogya Yojana, broadening the reach of these initiatives.

The new health policy is structured around three distinct models tailored to different regions. Model A focuses on the 17 municipal corporations, encouraging private investors to establish at least three 200-bed super-specialty hospitals in each area, offering a comprehensive range of advanced medical services. Model B targets the 57 district headquarters, with a similar mandate for 200-bed hospitals providing the same advanced care. Model C addresses the healthcare needs of rural and backward areas across all 75 districts, focusing on setting up 100-bed hospitals offering essential general medical, surgical, obstetrics, and gynecology services.

To incentivize private sector participation, the U.P. government is expected to offer significant benefits, including up to 100% exemption on stamp duty for land purchases, priority electricity connections, and a streamlined fast-track approval process for setting up hospitals. This comprehensive approach signals the government's commitment to transforming Uttar Pradesh's healthcare landscape, ensuring quality and accessible medical facilities for all its citizens.
